During the recent estimates, I raised several questions regarding the approval and use of mRNA vaccines by the Australian Pesticides And Veterinary Medicines Authority (APVMA). I inquired if the APVMA has authorised any mRNA vaccines. Mr Hansen confirmed that, as of now, no such vaccines have been approved. To ensure thoroughness, Dr Maria Trainer, joined the discussion. She reiterated that no permits or authorisations for mRNA vaccines have been issued, although she stated that there is a general permit for small-scale research (Permit 7250) that might cover such activities.
I questioned whether the New South Wales Department of Primary Industries had acted with APVMA's consent in importing, testing, and manufacturing an mRNA vaccine for border disease. Dr Trainer clarified that while no specific permits were issued, research could legally occur under the general permit. For clarity, I asked for confirmation on whether the Elizabeth Macarthur Institute holds such a permit and was told that this would be provided to us on notice.
I also addressed concerns about the development of mRNA vaccines for lumpy skin disease and foot-and-mouth disease by the Elizabeth Macarthur Institute. Dr Trainer confirmed that no applications for these vaccines have been received, with Mr Hansen adding that notifications about genetic material for vaccines would likely fall under the jurisdiction of the Department of Agriculture, Fisheries and Forestry (DAFF) and Biosecurity.
Lastly, I raised the issue of foot rot vaccines for sheep, noting that an overseas manufacturer has been approved while an Australian manufacturer has had its approval withdrawn. The overseas vaccine is more expensive and less effective.
I urged the government to commit to a process that ensures the availability of the more effective and affordable Australian-made vaccine for our sheep farmers. Senator Chisholm agreed to take this on notice, and Mr Hansen expressed openness to discussions with the Australian manufacturer for product registration.

Exposé of the Human Rights Commissions of Australia: A Systemic Failure in Protecting Human Rights My story began in late 2022 when, during a medical marijuana consultation, I was told by a doctor that I could be arrested if I didn’t use a vaporiser. This shocking assertion opened the door to what would become a journey of systemic failure, gaslighting, and outright mocking from multiple regulatory bodies and human rights organisations. What followed was a consistent pattern of informed consent violations, failure to log complaints, deflections, and dismissals from institutions such as the TGA, OHO, OQO, and the Human Rights Commission. These violations, along with the dismissal of my concerns, ultimately led to a medical marijuana dispensary stripping me of my medication for questioning their informed consent practices. This left me to face a system that has not only harmed, abused and mocked myself, but countless others. The Human Rights Commission’s Queensland Advocacy and Inclusion (QAI) group, led by human rights lawyer Mary Burgess, played a central role in this debacle. After contacting the QAI and speaking directly with Burgess about the coercion, informed consent violations, and threats of possible arrest I had faced, I received a response that was nothing short of astounding, but not surprising. Burgess completely ignored the core issue of informed consent, choosing instead to suggest I change doctors and imply that my prescribed medication was too strong—an absurd stance for a human rights lawyer to take, offering medical advice instead of investigating clear violations of informed consent. Her actions revealed her true role—not as an advocate for human rights, but as a tool of the system, working to protect the status quo at the expense of those she was meant to defend. What followed was a complete breakdown of what a human rights lawyer’s responsibilities should be. Burgess’s deflections and failures to investigate or log my complaints laid bare the systemic rot within the Human Rights Commission. The duties of a human rights lawyer—protecting the vulnerable, advocating for justice, and holding systems accountable—were utterly abandoned. Her role became not one of justice but of complicity, shielding the very system that had violated me. Recognizing this, I began systematically correlating and baiting the institutions with my real complaints in the middle of 2024 to prove they would ignore anything that mentioned informed consent or violations by doctors and medical dispensaries. The failures of every institution involved, from regulatory boards to the Human Rights Commission itself, were carefully documented. Since the High Court held that forced ankle bracelets and curfews on ex-detainees are unconstitutional and punitive, the government has indicated its intention to legislate measures that would empower the Minister to enforce restrictions for the purpose of ensuring community safety.
This approach is likely to fail for the same reasons outlined by the High Court in YBFZ.
What is needed instead is legislation to expand the judiciary's power to order such measures, which would ensure separation of powers, rather than leaving it with the Minister, who is part of the Executive.
