Because free markets deem their income insuficient... yet they pay rent and continue to pay rent... and u say cowboy builders... how many homes are owner built... that live up to these codes... i've seen homes built by builders that should be condemned and ones built by owners who didnt pass inspections but are built to code... all because the inspector is corrupt...
