Under our federal constitution, no state govt had the right to close borders and impose restrictions on movements. Those involved should be prosecuted, as should any local govt body involved in the sale and suppression of access to any of our rivers waters to any australian citizens, which is also very clearly outlined in our constitution!

The constitution does have a suspension clause. So I think is is possible under national emergency like biological attack or invasion from open borders
