My dealings some years ago with the Victorian health department rapidly convinced me that most of the ‘public servants’ there had nothing much to do but work on their networking and their CV all day. Serious problems and projects were outsourced to private corporations. Often the corporations presented both the problem and the solution to the department, which would go with the plan regardless of cost provided it had perceived political benefits and direct personal prestige for the relevant department officials.
In reality the corporations alone had the expertise. The department personnel had no expertise except in planning personal advancement and where to get the best coffees during the long breaks that punctuated the ‘working’ day. One person from the department who attended meetings with me famously arrived breathless (and late) one morning to announce she had a great idea on the train to work. That was the only idea she ever had, and it was actually useless. Had I been her employer I would have sacked her there and then.
